It&#8217;s more accurate to say that they have a strong aversion to spending on anything that isn&#8217;t connected to the War on Terrorism (however tenuous the link may be).  I wonder if, when Bush and his inner circle were gleefully ramming their tax cuts through Congress, did they even contemplate that lowering revenues might not be a good idea just before taking on the major responsibilities of rebuilding a nation?
