{"id":3847,"date":"2013-04-02T19:05:42","date_gmt":"2013-04-03T00:05:42","guid":{"rendered":"http:\/\/the19thfloor.net\/?p=3847"},"modified":"2013-04-02T12:32:26","modified_gmt":"2013-04-02T17:32:26","slug":"3847","status":"publish","type":"post","link":"https:\/\/the19thfloor.net\/?p=3847","title":{"rendered":""},"content":{"rendered":"<p>The Obama administration announced yesterday that it is <a href=\"http:\/\/www.nytimes.com\/2013\/04\/02\/us\/politics\/option-for-small-business-health-plan-delayed.html\">delaying implementation<\/a> of a provision of the Affordable Care Act that helps small employers offer an assortment of health insurance plans to their employees. In most states, only one health plan will be available on the small-business version of the exchange (also called the SHOP). The administration attributed the delay to \u201coperational challenges\u201d, which is a bureaucratic way of saying \u201cThis is a little more complicated than we thought.\u201d<\/p>\n<p>This isn\u2019t the first time that the administration has delayed implementing a provision of the ACA. It has already told states that basic health plans\u2014a program meant to assist individuals who earn too much to qualify for Medicaid but may not be able to afford coverage on the Exchange\u2014<a href=\"http:\/\/capsules.kaiserhealthnews.org\/?p=16689\">won\u2019t be available until 2015<\/a>. The major provisions of the law, like the subsidies and the Medicaid expansion, will still go into effect next year and these delays might not have a significant impact. But news like this provides ample ammunition for the law\u2019s critics who argue that the government isn\u2019t up to the task of regulating health care. The administration may have done the smart thing; better to delay implementation than botch things up and invite even harsher criticism.
